Lynn M. Fischer Fox is the Deputy Assistant Secretary for Policy and Negotiations in the Enforcement & Compliance unit of the International Trade Administration. Ms. Fischer Fox coordinates the formulation and implementation of policies governing the administration of antidumping and countervailing duty laws in the United States. She also oversees Commerce’s efforts to develop, establish, and ensure compliance with, trade rules and disciplines that create a level global playing field for U.S. enterprises. This includes supporting the negotiation, in international trade and investment agreements, of rules governing a wide range of issues including anticorruption, competition, state owned enterprises, subsidies, labor, environment, and trade-related investment measures, as well as the development of disciplines regulating government procurement and obligations involving technical barriers to trade. Ms. Fischer Fox leads a team of negotiation and compliance experts that work closely with the business community to monitor over 250 trade agreements, and advocate on behalf of U.S. industry with foreign governments, to ensure that companies and investors receive the benefits of international trade commitments. She also coordinates Commerce’s efforts on trade remedy negotiations in the World Trade Organization and in bilateral and multilateral agreements and oversees Commerce’s subsidies enforcement responsibilities. Ms. Fischer Fox was named Deputy Assistant Secretary for Policy and Negotiations in March 2012.
Prior to joining the Commerce Department, Ms. Fischer Fox worked in private practice as an international trade attorney and served as a Judicial Clerk to the Hon. Judge Paul R. Michel on the U.S. Court of Appeals for the Federal Circuit. During her career, she has also worked as an Energy & Climate Policy Officer at the Commission for Environmental Cooperation and as a trade and environment specialist with the Natural Resources Defense Council. Ms. Fischer Fox received her J.D. from Stanford Law School and a B.A. in Economic Theory from the American University.
